added extra ! so its always on top of load order.

I had to touch rural_districts.txt to ensure that pd modfers work with gai. Becouse of this mods that overwrite rural wont work. For me it was bigger colony-glavius ultimate ai patch by noshotz so i build it into this patch it shoudn´t cause any problems if you are NOT using bigger colony 2.2 (tested it bunch of times now to make sure) and it will make this work with Bigger colonies 2.2 soo win win!

Kept PD´s terraforming file so dont expect gai changes to terraforming

Any mod that is above this one and alters 00_urban_districts and 02_rural_districts.txt will cause trouble
