• Changed name of economic categories file so it is less likely to be overwritten

• Update for new 2.2.6 modifier format

• French localisation by Vilcoyote

• Added Generic policies that give -2 to to one field, and +1 to the others
  
• The specialization policies are now valid while you are running them... because reasons. This should prevent you clicking one and then it immediately reverting to the lower level because you no longer fulfilled the requirements to run one.
