Reduced the NPC count for all versions of Cat's Exile
(all min # set to 1)
(all max # set to 2 or 3)
(Dome Mod has been reduced from base game 120 for both min and max to 60 min 120 max)

Chnaged the Fog King's AI setting to sit on the throne like the South Hive Queen used to. *Should reduce instances of people not being able to find him.

Deleted LOTS of unused dialogue.
