Fixed a tiny mistake in Civic Description

THE GREAT BALANCING
Changes:
- Civic cannot be modified upon it has been selected
- Reduced happiness gained from civic itself from 25% to 10%
- Removed pop growth from immigration
- Increased hedonism by 10% (larger consumer goods and ameninites consumpiton)
