v0.3 : Fixed a few missing many sites commands and misplaced extra garrisons, made sure every many sites provinces has its extra defenders.

v0.2 Fixed many area map glitches and changed dominion color back to default.

Map suited for 12 players including 3 sea nations and one cave nation.
Start positions are extremely balanced and powerful (out of the cave cap all have 6 neighbors, and populations of these neighbors are fixed so nations have the same pop around their starting areas).
Cave player only has 4 neighbors and smaller pop but gets the advantage of starting in the underworld, a network of linked caves with many entrances allowing to reach any region of the map.
While there are lots of sea provinces they have lower population than land ones (about half are labelled small provinces out of capiutal regions).
