Release v0.2

+Decentralizing your empire now reduces the penalties from empire sprawl.

+When any of your member states conquers more than 2 planets you will have to option to intervene and issue an
ultimatum to release one of their systems

+Losing a war against your member_states now can result in your empire becoming electoral.

+in electoral empires there is a voting after the death of the leader where the member states vote for a country to lead
them.

#fixed issues with localization.

#fixed issues with some multipliers not appearing.
