Added national ideas for the following nations:

- Ichma, Guge, Tsang, Kham, U, Cajamarca, Quito, [Charca, Colla, Pacajes], Sarig Yogir, Kara Del, Calchaqui, Macina, Segu, Yao, Kokand, Nupe

Reworked the national ideas for the following nations:

- Spain*, PLC*, Air, TIbet, Crimea, Ottomans

Minor Changes:

- All formable nations are now removed from National Ideas Expanded

Took out my own Ravensburg NI set and re-added in Dortmund's NIs. Also fixed a slight issue with Bamberg's idea set.

Had to delete many of Paradox's own National Idea sets because they were conflicting with my own. Thought i resolved the issue before i put the update out, but there was more to do.
