-Added defensive and offensive combat policies

-Added an exploration policy, focused on ship speed and anomoly discovery chance/speed

-Expanded the population policy to include more societally based modifiers, such as Megastructure build speed. It is
now called "Societal prosperity"

Edited AI weight for "Disabled" option on all policies from 0 to 100. This provides a second layer of protection, beyond the policies being "Technically" unavailable to the AI, by making it so the AI is required to choose only the "Disabled" option. Now, should another mod or unknown difficulty function within the game unlock these policies for the AI, they still will only choose the option that provides no bonus.

****There was no reason to believe the AI was using these policies. This was done in an abundance of caution, so I could say with a clear concious that there is no way the AI is using these against the player.****

Fixed the "Populaiton Prosperity" Policy. It is now functioning as advertised.
