- New councilor for civic: Helghast Commander-in-Chief

- Added three army technologies to unlock these army types. Requires the Helghast Military civic.

- The civic unlocks special Helghast army types:

Infantry - Unlocks from the Helghast Infantry technology.

1. Helghast Assault Infantry
2. Helghast Shock Troopers
3. Helghast Elite Shock Troopers
4. Helghast Commandos
5. Helghast Pyro Troopers
6. Helghast HAZMAT Troopers
7. Helghast Capture Troopers
8. Helghast Sentry Drones

Vehicles - Requires researching the Stahl Arms Vehicle Armory technology to unlock.

12. Heavy Hovertanks
13. HGH Tanks
14. ATACs
15. MAWLR Walker - Super unit: Requires an upgraded Alloy Nano-Foundry

- Infantry army types require a stronghold building to build.
- Vehicle army types require an Alloy Foundry (upgraded foundries for the heavy army types) to build.

- Updated the prescripted empire to include the new civic.
- Fixed a graphical issue with the Helghast rooms.
