Added a delay to the gene assignment. Genes are assigned 1 day after birth rather than on birth. This gives the game time to do whatever crap it has to.

Made Giantism even rarer.

Lowered the frequency of congenital defects by about 25%

Made it so that the new traits are randomly applied to characters at startup.

Another update!

Added inherit_chance = 1 for all traits. This is necessary in order to generate random starting traits!
Increased random chances of all traits since Paradox seems to have increased vanillas.
