Added Crimson Court inventory file to prevent missing item bug for the_blood when Crimson Court DLC isn't activated.

Improved mod compatibility with mods that alter loot. Level 2 and 4 Quests now only modifies level 2 and 4 loot tables (which it, uh... wasn't doing before.)
