New buildings, Various balance changes, 1 more explorer at start for most factions, one free probe installed on hero by default, bugfixes

-Bugfix for eden specialization not being buildable in certain conditions.
-Vanilla bugfix : price of perfection damage not actually giving you 5%/10% (depending on level) bonus damage on weapons

-Changes : completely reworked biophobic trait.

--Mod Bugfix:
-incorrect tooltip in some circumstances

--Vanilla bugfix:
-bug that prevented Lumeris, Riftborn and sophon quest laws to be awarded properly

--Mod Bugfixes:
-Hissho probes depletion fix and reduced deposit multiplier (in line with T2 probes now) to prevent an exploit with retrofitting
-Hissho dictatorship getting 0% FIDSI on ecologist pinned law
-lower millitary industry cost law not working
