Temporarily reverting to get back an important file which got lost

Fixed bugged army spawns that got stuck.
Fixed certain plot army spawns not spawning correctly.
Fixed problems with UI for people using non-native game resolutions.

Updated with an attempted fix for problems with SFO

Updated to the coast patch; you should consider this a bit of a beta because I know there are some issues with the UI and I haven't had time to hyper thoroughly test the rest.
