Took out my division limiter test.
Tweaked some attrition tweaks to fit the environment
Tested the political power costs of decisions, seems balanced

reworked how manpower is integrated
added in infastructure expansion
added factory penalty for factory expansion
reworked attack and defense bonuses and penalties for decisions
reworked resources
resources now take longer (feels like actual construction at the cost of using your precious political power to speed things up)
reworked politcal power costs
