Optimized placing system slightly, some visual tweaks on the builder weapon viewmodel (now uses model hands). Added support for the upcoming destructable fortifications extension.

Added Insurgency Hesco Barriers, fixed placing errors, added fortification limit (sbox_maxfortifications): default is 15, added support for cleanup via user or admin for all fortifications (or fortifications that a user placed only).

Fix errors occuring if the hologram is removed, it will now recreate automatically. Fix errors occuring if you attempt to build a fortification while the tablet is booting up.
