hot fix for 1.8

This is a small update to address an issue with the trench mission spawns triggering a nan update vision bug. It also contain the changes made to the mod since the last update that were scheduled for later this week. The changes are mostly to adresss late game balance issues.

- Reduced occurence of sewers in the meat eater city from .1 to 0.03
- Added 2 city blocks
- Added Dog Samurais these rather tougher opponents will start patrolling the forest once the word has spread that a runner is killing meat-eaters.
- Lowered chances of Vorpal attacks for Kenju masters to 5% per mastery level
- Lowered the chances of flaming fist to 3% per mastery
- Fixed a bug that didnt allowed ninjitsu belts to go up
- Raised up requirements for Kenjutsu belt awards
- It is now not possible to have more than 10 lockpicks
- Added one more camp in the cycling for mid game... but it has samurais on it :/
- Fix for the spawns on the trench mission (nan vision bug)

- Trinkets of plenty will not make you have more than 100% water anymore.
- Fixed a glitch where the players would spawn in the floor when escaping the city.
- Fixed an issue where the cut purses would steal stuff from you that you dont have.
- Fixed the city's wanted level engine.
- Enemies will now arm themselves based on how aware they are of your whereabouts in the area.
- Fixed one hand and two hand katanas not spawning properly when coming back in game.
- The esc key bug is being looked at by the devs meanwhile you can press esc (we disabled the pause function however) the timers will stop but enemies and players can still move around so make sure you are safe.
- Fixed an instance where the diplomat would stop following the player after a fight.
- Fixed player starting on the ground (knocked) when just reloading game.
- Temporary fix for the trench mission.
