Successful operations where your spies don't get captured won't give negative opinion modifier anymore.

Fixed a bug that would occur when the last 100 spies assigned to a country get captured, it wouldn't free up a slot in the 5 networks limit.

Spies assigned to annexed or capitulated countries will now automatically go back to their home country (as well as clearing one slot in the 5 networks limit)
