Finally fixed the bug that allowed the Frame-Shift Drive to be researched before the tier 3 Hyper Drive.

For anyone who cares, I managed it through the use of conditions to make it so that if the tech Hyper Drive 3 wasn't researched, the techweight was multiplied by 0, making it impossible for the tech to appear. After Hyper Drive 3 is researched, this is nullified, and the tech can appear as according to the other defined techweight value.

Reduced the amount of data in the English Language file, aiding cross-mod compatability and reducing download size. (Not that that was any problem anyway, all my mods have super small file sizes because there's never much in them).

Attempted fix to Frame-Shift Drives being researchable before Hyper Drive III.

Also made the Frame-Shift Drive appear later in the tech tree.
