Custom game rule added:
you can now decide if you want to allow the transfer of non-player subjects' states, disable this completely or restrict to subjects with autonomy below colony level

You can find the rule at the bottom of "custom game rules" menu

Balance changes: you can no longer transfer all your states to another country (you need to be left with at least one state)

"Mark all states" and "Mark colonies" buttons now available for your ai subjects
