- NEW: Orbital Supercomputer orbital ring building
- NEW: Planetary Security Office orbital ring building
- NEW: Orbital Transmuter orbital ring building
- NEW: Large, Extra-Large, and Titanic Gun Battery Modules
- NEW: Orbital Laboratory Module
- Tier 4 orbital ring, requires Stellar Bastion technology
- Tier 4 orbital rings can build titan and colossus ship yards
- Orbital Ring Base hull and armor increased significantly
- Synaptic Relays and Orbital Maintenance Drops also gives -15% deviancy
- Giga-Malls give +10% trade value (from +5%)
- Base starbase capacity raised to 4
- Galactic Ambitions and Manifest Destiny gives +3 starbase capacity
- New starbase building icons

Tweaks:
- Module Slots changed to 2/4/6/9
- Building Slots changed to 1/2/4/6
- Orbital Ring Base Defense Platform Capacity doubled (from +50%)

Bug Fixes:
- Updated description of the Atmospheric Manipulator
- Orbital Logistics Systems now has better compatibility with Expanded Pops
- Weapon modules given correct localization
