New stuff!

Added several of the Fallout 2 companions to the Mod as generals and advisors. I didn't include every single companion for lore reasons or because they didn't feel important enough.

I also added a small stability hit (10 or 5) for taking all or half of Klamath (but not just medford) in the Klamath focus to give it a bit of a negative.

Fixed some issues with coding causing Spec Ops line to not get all the intended bonuses

Updated the Mod to be in line with some changes in OWB, including reworking the special forces focuses (since that part of the tech tree was made inaccessable) and changing the way resource focuses work.

Finally solved a cosmetic issue so the switch to NOR should work properly and change the map color.
