Added new Boss

Added Rumors to bars a bit like bounty posters to give info

Added Threat levels system to rumors and bountys to help with deciding if you are ready to do them

Added Threat level book in bar

Please give feed back if any of these should be changed to be a different level i dont know hard all of them are most of them i just looked at the skill of the character in the bounty.
