BALANCE CHANGE:

Zero G Labs
Reverting the Empire_Unique back to Planet_Unique, but tuning the Research rate down to 5% to make it not so mind bogglingly strong.

Zero Grav Lab being nerfed from Planet Unique to Empire Unique. Stacking +10% research too stronk.

Tuned Asteroid Spawns. Now Small Asteroids should be more numerous, but Large Asteroids spawn about as frequently as planets.
