FIX: Popup errors when SCUD function is called via trigger

NEW: Support for CBRN and respirator masks to halve radiation damage to players - radiation damage is now reduced by 50% for players with supported masks, and another 50% for supported hazmat suits. Wearing BOTH a supported gas mask AND a radiation suit will reduce radation damage to ZERO. This feature is subject to further refinement and may be improved in the future.
