Fixed a problem in which it was extremely difficult to meet the requirements to turn monarchist:

- Popularity percentages for monarchist were increased
- Dismantle the Three Branches focus now grants 'Royal Doctrine' idea

Other Fixes:

- Fixed Empower KKK focus being unintentionally mutually exclusive with Revive Slavery focus
