Further narrowed the criteria for showing the pop up:

- The pop up is not shown if the selected unit cannot use cover (e.g. Sparks)
- The pop up is only shown if there is at least one ranged unit visible

Also moved code to XComTacticalController, so the mod is compatible with camera mods

Narrowed the criteria for showing the pop up. Now the pop up is only shown under these circumstances:

- The move order ends out in the open and not in cover.
- The move order ends outside the evac zone.
- There are enemies visible to the currently selected unit.
- At least one of those enemies is not a Lost zombie
