Fixed issues, added cleanup setting

Details : Optimization, added cleanup setting to cleanup ghosts' props when admin ban them, moved ghostban commands to an unique category in ULX (requested), fixed issue where JailMode wasn't saving, fixed issue with ghostban_setpos, removed ability for ghosts to message admins with FAdmin or ULX
