Removed cost for training shooting. Time investment is enough, and I might patch this mod when combat extended or another ammo mod comes out for B18 so that it's balanced for this cost.

Made shooting ranges unwalkable, so pawns won't be walking through them. If you load a saved game where a pawn was in the middle of a shooting range, that shooting range will be automatically be deconstructed.
