Serra is a Lord and Master no more (<Gender>feminine</Gender> tag added)

Balance Changes
- Lucina's Bane+ Promotions provide 30% instead of 15% bonus (for a cumulative bonus of 50% against that specific type)
- Serra's Trait is nerfed - instead of giving food and culture equal to 50% of the city's faith output rounded down, it gives 33% of the city's faith output rounded up.
- Serra's Unique Improvement is buffed - Convents now gain all the bonuses that the Holy Site would receive through the policies in Piety.

Other Changes
- Serra gets a lot more dialogue, courtesy of TheMH06.
