High elf embassies don't cost any upkeep now.

Finally fixed the Blazing sun Description.

Temporarily removed dwarf and elf recruitable units from their respective buildings

Reduced the upkeep cost for high elf embassy

Colony chain now comes with it's own garrison and can recruit militia units.
