Fixed the level 7 tax rate, as it was missing

I also increased the latter leveling of characters, and slightly increase the levels for the Military traditions as maxing out characters and armies is occurring too fast.

I also decided to take some skill points away, a total of 5. This will encourage better specialization for a general or any other character.

I was FINALLY, able to get the character effects to work properly! So, I completed all the effects for generals, spies, priests, and champions!! WOOHOO. This is the Zeal, leadership, and cunning bars.

V1.11 - Armies still gaining XP too fast, found one culprit with agents and reduced it, also raised the experience levels for land units. We will see how this adjustment goes, it might be too much we shall see

V1.10 - Did some updates to the character levels distributed more points, and lowered the army/navy experience required to level up, by half.
