Rounds now reduce general damage of the weapon by one.

In exchange, the rounds are a bit stronger and last forever until the unit afflicted dies.

Rounds now always proc, to fit in with the vanilla behaviour of Venom and Dragon rounds.

Removed forced bleed out effect.

Ok, NOW they're hooked up to the .ini properly. They have a 50% chance of procing, and will do 2 damage for every turn it can tick.
