Somewhat revamped the Nicoll-Dyson Beam (NDB)!
The NDB's opinion penalties are now more complex (Destroying a planet's infrastructure won't anger everyone as much, and nobody cares if you destroy an uninhabited planet
Can now build multiple NDBs with individual cooldowns for each
Buffed the NDB itself, shortened the cooldowns
The NDB must be built around a class B or A star (Purple or blue stars)
