Added the Quasi-Stellar Obliterator, built around a supermassive quasar at the galactic core, that can destroy ten planets at once and blow up several systems in one shot, too, because why not? At this point we might as well commit to the whole "gigastructural engineering" thing, eh?

The core can now either be found active or inactive (toggleable in the start menu).

The galaxy might be so scared of your big gun that they can unite (toggeable in the start menu).

The Galactic Core now spawns at either midgame OR after a century has passed, whichever happens first.

The HAY can now build Titans, Colossi and Juggernauts.

The NDB, Systemcraft and QSO now grant a special, colossus-like wargoal.

Various minor fixes.
