In this update I specifically targeted civics, in attemt to make the current set more coherent and useful.

1. Isolationism civic does NOT req Militarist ethos anymore, just Xenophobe.

2. Inward Perfection now reqs Pacifist ethos (like it was in vanilla)

3. Cyber Dictatoship and Theocratic Republic governments were disabled. I just didn't feel they were specific enough. Insted of it, I added new civic: Proletariat's Dictatorship (egalitarian ethos + dictatorial authority).

4. Philosopher Ruler civic is now ALSO available for Dictatorial authority, War Lord (former Military Dictatorship) - for Imperial, Peaceful Commonwealth - for Direct Democracy, Martial Democracy - for Indirect Democracy. So, all these civics are a bit more flexible now.

5. Immutable Caste now is also available for Imperial authority. Philosopher Kings was renamed to become Founding Fathers, and now is also available for Democratic authority.
