Things needed :

Photoshop with NVIDIA Texture Tools add-ons:

Military Red Dot Sight Base:

Combat Sight Base:

Step:
as example i will edit Military Red Dot Sight Texture

1.extract the file,open Military Red Dot Sight Folder and rename "wpn_fps_upg_o_aimpoint_df.texture" to "wpn_fps_upg_o_aimpoint_df.dds" and open it with photoshop

2.rotate canvas 90 CW and crop your picture

3.i'm using Ms.Word Shape tool to crop  circle my image (because it easier to resize it) *see video above

4.use magic wand tool to tag white parts of the texture and use clone stamp tool to paste your image

5,rotate the canvas 90 CCW and then save your image as .dds file and rename the file to wpn_fps_upg_o_aimpoint_df.texture

6. Rename the folder as you want

7.place the folder here : X\Steam\steamapps\common\PAYDAY 2\assets\mod_overrides\(here)

*Note: i'm too lazy to show how im edit combat sight texture , 
how to do it is same way as editing Military red dot sight texture
