The problem is that you can't uninstall E.V.E. HUD even though you already have and the instructions to do so say "delete the folder from custom" (it's not that simple).

I've personally been through this same problem myself and with the following steps you can fix this problem to.

The first step in fixing this problem is to download E.V.E. Hud Updater.
(if you already have this don't download)
The Link to download: http://pixelhorizon.pl/eve_hud/updater/

You'll then encouter this screen:

Then click download.

Open the .zip and then extract it to any of folder you like.
(id put it in C:\Users\YOURUSERNAME\Hud Updater)

Then open it and you should see this screen:

Onto the next step:

Step 2a: Installing
You might find it weird installing E.V.E. Hud to remove it but trust me this is a vital step
You would have to click the Install Button (pretty obvious right?)
To Be Sure open TF2 it should look more sharp and transparent-ish.
Then Close it.

Step 2b: Uninstalling
After you have closed TF2 re-open the updater (if it hasn't closed)
Then click the uninstall button.
And after that re-open TF2 and problem solved!!!

Now that you have fixed your HUD Problem you can install any Custom HUDs,

To do so download any custom hud at Huds.tf, Gamebanana or any other hud related website.

Then open the zip file and extract the folder(s) to
Program Files (x86)/Steam/steamapps/common/tf2/tf/custom
(the common part is just my thing it could be different for you)
