Your city government has grown so much it needs to upgrade its city hall! Building onto the last city hall, the second floor was expanded and a small third floor was built. The council chambers was relocated to a new larger room and underground parking was built. The built in police precinct grew a bit. Next time city hall will need to be upgraded a new City Hall Annex will be needed.

The walkway in the middle is the police station. Sadly I cannot click it to set the vehicle - wanted to ad some cool white official car. Author, if you make it clickable that would be great; perhaps if something was protruding outside of the square of the main building might make it clickable.
