Didn't run into any problems with the AI when testing, I think it would only be an issue if their capital was completely surrounded by forests/jungle which they tend to chop down anyway so the AI will just move them across the land as normal.
(This huge cost would mean that players would most likely only build spaceship parts in their capital to avoid paying a huge maintenance cost - say 75 or 100 gold per turn - while the spaceship part is in transit, which would again slow down production)
Depends how much of a hurry you're in, especially on the harder difficulties I find!
I always find, for the AI at least, they will usually win a science victory before anything else. True, a culture victory can be faster but I feel you really have to focus on it and that it easier to prevent (closing borders, boosting culture etc).
It is the culture victory that needs to be slowned
