I have it set globally off and for this game that meant fire being mapped to R3.
Once I forced on the controller support for this game everything worked normally.
To do this right click on the game and go to properties. Then controller.
In the drop down pick "enable steam input".
Steam controller input has global and per game settings. If I have problems with games I cycle through these settings and it usually fixes it. Globally on and forced off for a game does not seem to have the same effect as Globally off to some games.
So a full cycle would be, Globally off game to default, then forced on for that game. Then globally on game to default and finally forced off for that game.

Copy the link and remove the space between Mega and .nz, Steam would not allow it as a link.
