If on Windows and you press Windows key, type Run, [Enter].
Type or copy/paste, steam://open/console
This will open the Console in Steam client if it is already open or launch the client with it.

After launching the older version you have to ask Romanov all the questions in each area just as you would for Chatterbox.
I was standing in the first room when I asked the last 2 and it triggered. I think the reason you have to ask all, versus not enough as the achievement stats is because it was broken before the last update. Hence why the developer released a new version. Except instead of fixing it, he broke it and won't acknowledge it.




You can right click your steam shortcut and at the end of the Target line add -console.
When opening Steam this way you will always have the Console.
