They try to limit you from ranking up to many times in a week. Every week this resets same time with your weekly drop. You can only earn so much XP until they start cutting back significantly.

Idk myself. I had a competitive "marathon" I'm the past four days (excluding today). And I just randomly got it after one match. It's hella sketchy.

No your xp depends on how good you play, how long the game was and the kind of game.
Also you get every week xp multipliers. (I think 5 of them). Hope I could help. ^^
