The first thing you will want to do is to install manually PhysX_9.10.0513_SystemSoftware. You can find it in C:\Program Files (x86)\Steam\SteamApps\common\Emergency2013\redist.

Then after you will want to restart steam in order for it to work.

The other side to having it work if else fails is try change compatibility settings in the properties of the main game exe file, by right clicking and compatibility tab, then change the "run this program in compatibility mode for" to the Windows you are using.
