All players try and optimize the game when playing competitively. Many CS:GO players play in 4:3 for just this reason. So no worries.
You write "Personally I am using the following settings with the latest patch (1/27/2017) and it is crystal clear for long distances". That's a problem, because the game is not supposed to be crystal clear, but foggy and blurry to provide cover and make it more even. I really hope the DOW team get a grip and learn how to optimize to eliminate the need to cheat.
