miraak: The mask can be acquired from Miraak's skeleton at the conclusion of the quest "At the summit of apocyrpha"
Ahzidal: This mask can be taken from the remains of Ahzidal, one of four named dragon priests on Solstheim. He can be encountered at in the Nordic ruin of Kolbjorn Barrow at the conclusion of the quest "Unearthed".
Zahkriisos: This dragon mask can be acquired from the remains of Zahkriisos, one of four named dragon priests on Solstheim. Zahkriisos can be encountered in the Nordic ruin of Bloodskal Barrow during the quest "The Final Descent."
Dukaan: This dragon mask can be acquired from the remains of Dukaan, one of four named dragon priests on Solstheim. Dukaan can be encountered at the Nordic ruin of White Ridge Barrow.

otar is just otar apperently, in dovah otar the mad is otar vorohah. Maybe otar means 'mad'?
hevnoraak = brutality
vokun = shadow
volsung = horrible
nahkriin = vengence
konahrik = warlord

Morekei was supposed to have that enchantment but doesn't in vanilla, if you're using a mod like cutting room floor then that's probably why.
