The stats are taken from Hi-Rez servers directly and at both low and high levels of skillfull play, Seris has the lowest winrate by a noticable margin.
I say this not to dismiss your points as they are valid points but to explain why she is in the rank she is in. Tier lists by their very nature should be open to scrutiny and cite sources (in my opinion) and looking at the hard numbers, she loses more matches than she wins.
The cooldown on her healing also mandates she goes Lv4 on the CD reduction card so she essentially has that dictated too her as otherwise the cooldown is way too long to be useful!
On top of these flaws she can only heal 1 person at a time and in this 2 tank meta, that means inevitably one tank is just not going to get healed.
She has good numbers when you look at her cards and healing but during actual matches her flaws add up and that is why she has the lowest winrate of any healer, even Pip.
Its a nice positive change but sadly bomb king losing some mobility has hurt him a lot more than any damage potential. We have champions like Cassie who are highly mobile and can hunt poor BK easily. If you watched Hi-Rez Expo, you would see that while BK is threatening he has lost some momentum.
Also makes Flanker lives miserable since you can either read their movement, or just poppy them into it.
