1. You can get 5 DEMERIT points by trying to break into Paige's office.
2. You can get 1 MERIT point by either getting new highscores in "Double Take" or by doing the "Snack Boss" minigame for the random teacher orders fast enough. (Save immediately when a teacher order arrives, and then just reload if you don't make it on the first try!)
If you're at 10 or more demerit points total, adjust it down to 9 through Snack Boss(and possibly Double Take), then try to break into Paige's office. This should land you at 14, at which point you can finish the game and get the achievement!
Can confirm that the Troublemaker achievement requires ending the game with 14 demerit points! Tried with 11, 12, and 13, and none gave the achievement. 14 did.
And for anyone wondering how many times is enough for "Master Duelist"; I did it around 10 times (separate from the obligatory 2 times). A simple and quick trick is to do the air hockey game and just let her win, it still counts as a play.
