My last try was execute FC_Linux_Universal.x86_64 as root. Ports seemed to be open, but no connection was possible. Telnet from my client to the host ip and Port get refused. Maybe it doesn't work with Ubuntu 18.x and greater?
I also tried 25574, which was also free. Also does not work. After running the server, lsof still shows nothing for that port. My client (a laptop on the same network, connecting using internal IP address over the LAN) cannot see the server.
The log files show that the server recognizes my WAN IP, and knows that its host port is 25578, so it's not a configuration mistake. I have no idea what is causing this, I have been debugging for hours. I don't see anything in the log file to directly call out why this is happening.
I am seeing a few "PlayerID is Zero!" errors, but I did run the executable with -batchmode.

I can't explain it, but what solved mine was increasing my root partition. It was basically full, and when I expanded the partition, server now seems to work. Perhaps something unable to be written to /tmp or elsewhere.
It appears to only happen when I run as a non-root user. If I run as root, server seems to run fine, although it will not load the custom world (in fact, appears to be running everything in memory/temp).
All files in the server directory and .config/unity3d and subdirectories are owned by the same user, who I am attempting to run the server with.
I followed the instructions to the letter on a fresh Ubuntu 16.04 VPS with 8GB Ram and 2 CPU's
Nothing is generated in my worlds folder and the Players.log just fills up with the same output. Other steam apps run without issue.
