To be able to Start doing the quest, you have to get it first.
You can get the quest from one of the Survivor NPCs on the Liberator.

To get to the ring, just jump down from the liberator behind the airdrop-crate.


This is where you jump down.

After you jump down, the ring is directly under the edge of the Liberator.
