I managed to get the survivors from Lovers, The Hatchet Man, and The Coward (so 6), but the Twin Sisters wouldn't spawn. I have all the previous survivors, and it's before 10am so the Restaurant Man hasn't activated yet.

This helped a lot. Thanks, I managed to get the Saint achievement because of this. A note: If you're having trouble getting this, stop doing case missions either at the point you save Isabella, or after you kill Barnaby. This will let you save a maxiumum of 52 out of 53 survivors; It's impossible to save both Barnaby and Simone on the same playthrough. Also, the leniency for the achievement is slim. You can only miss out on two survivors if you're having trouble getting some.
